Grower Registration
Registration of growers falls into 3 categories namely
- New Estate applicant,
- New Club applicant and
- an existing grower who has been inactive and is not captured into the registration and licensing system.
Grower biometrics capturing
New Estate Application
In order to capture a new Estate applicant, these steps must be followed:
- Grower must present the following:
- National Identity Card for identification
- Valid map and offer of lease for a piece of land issued by Ministry of Lands.
- Application is vetted by an authorized officer from the vetting committee.
- Application is approved by DM or his/her designate.
- Grower biometrics shall be captured
- New card is issued
New Corporate Estate Application
For growers with more than one Estate they shall be registered as corporate growers as follows:
- For each new estate, grower must present all documents as in i above
- Applicant’s name and owner name on the documents must be the same
- Application is vetted by an authorized officer from the vetting committee.
- Application is approved by DM or his/her designate.
- Registration and Licensing Supervisor must send a request to the ICT Manager to create new corporate estate in the system.
- Once estate is created grower biometrics shall be captured
- New cards are issued
New Club Application
For new club application, these steps must be followed:
- Grower must present the following:
- National Identity Card for identification
- Letter of introduction from the EPA
- Application is vetted by an authorized officer from the vetting committee.
- Application is approved by DM or his/her designate.
- Growers’ biometrics for a minimum of four members shall be captured
- New cards are issued
New Club member capturing
For new club member capturing, these steps must be followed:
- Grower must present the following:
- National Identity Card for identification
- Letter of introduction from the EPA
- Must be accompanied by one of the executive member with the TGR card from the club he/she wants to join.
- The documents must be vetted by the Registration and Licensing Supervisor or his/her designate
- Grower biometrics shall be captured and added to the club
- New card is issued
Existing but dormant grower
For an existing but dormant grower, these steps must be followed:
- If grower is applying as an existing but dormant estate refer to 4.1.1.3
- If grower is applying as an existing but dormant club refer to 4.1.1.4
Change of ownership
For change of ownership, these steps must be followed:
- Grower must have present the following:
- Letter from the District Commissioner (DC)
- Letter from the Ministry of Lands
- Letter from Ministry of Agriculture Irrigation and Water Development
- National Identity Card for identification
- Application is approved if satisfied by the Director of Technical Services (DTS).
- The ICT Manager or his/her designate check whether applicant has a seller license number
- Growers’ biometrics shall be captured
- New card is issued to new member
Grower Licensing
The following are the steps
1. Quota enquiry
Grower must present either of the following to the Liaison Officer:
- TGR Card or AHL Identification Card
- Seller number
- Liaison Officer must search, write allocated quota on a piece of paper counter-signed and issue to the enquirer
2. Generation of license application form
To generate license application form, these steps must be followed:
- Grower must present TGR Card
- Cashier scans TGR card
- Cashier issues a system generated form to the grower
- Cashier checks allocated quota from the system and endorses on the form
3 Filling of license application form
With guidance by the Cashier, grower must fill in the license application form
Grower must present the following to the Cashier:
- TGR Card
- Filled license application form
- Cashier scans the TGR card and advises grower to authenticate with his/her fingerprints
- Cashier supply allocated quota into the system which generates the license fees
- Cashier receives the license fees and issues a system generated receipt
- Cashier prints duplicate receipt which is later filed
- Buyer Registration
To register with the Commission as tobacco buying company, applicant must submit the following:
In addition, applicant must:
- Declare place of operation
- Present evidence of access to processing facility
- Present evidence of qualification of buying staff
- Present evidence of capacity to purchase a minimum of 500,000 kg of tobacco
- Present evidence of good financial standing (audited accounts, share capital of not less than USD 1,000,000)
Present evidence of tax compliance
Grower Licensing
The following are the steps
1. Quota enquiry

Tobacco Grower association
To register as tobacco grower association the following conditions must be satisfied:
Licensing of Tobacco Grower Association
- The stakeholder vetting committee vets the application details in line with the terms of reference.
- If minimum requirements are met Tobacco Grower Association pays license fees
Licensing of Commercial Grader
- The stakeholder vetting committee vets the application details in line with the terms of reference.
- If minimum requirements are met Commercial Grader pays license fees.
- Annual license is issued
The following must be submitted in order to be registered as tobacco transporter:
- A copy of National Identification Card.
- valid business registration certificate
- filled application form
- Bluebook for each vehicle
- valid Certificate of Fitness (COF) for each vehicle
- valid insurance for each vehicle
- valid Goods in Transit insurance if not a member of a transporter association
- Police Clearance Certificate
- Bank statement
- Bank statement and previous audited accounts if applying as tobacco transporter association
Tobacco Processor Registration
To register with the Commission as Tobacco Processor the following must be met:
- Submit a business registration Certificate
- Provide evidence of compliance to occupation, safety and health
- Provide evidence of compliance to environmental issues
- Provide evidence of financial standing
- Present details and financial standing of each director
- Provide evidence the company has experienced staff
- Submit audited accounts
- Provide evidence of tax compliance
- Present title deed or Lease agreement of the operating premises covering full season
Licensing of tobacco processor.
- The stakeholder vetting committee vets the application details in line with the terms of reference.
- If minimum requirements are met Operator pay license
- Three year processing license issued
To register as hessian scheme
operator applicant must submit the following:
- Business registration Certificate
- Letter of interest
